Response to Kyoto Prefecture’s State of Emergency Measures

Re: Response to Kyoto Prefecture’s State of Emergency Measures

 In light of the ongoing COVID situation, the government has declared a state of emergency in the prefectures of Tokyo, Kyoto, Osaka and Hyogo from April 25 to May 11. As an emergency measure, the Kyoto Prefecture has requested that universities continue to take measures to prevent the spread of the infection, such as limiting the number of students entering the campus at one time to 50% or less.
 As communicated on April 21, Kyoto Institute of Technology will be expanding online classes from April 26 and during this period we will continue to take special measures to prevent the spread of the infection by adding the following measures to the existing ones: ban outdoor (streets, parks, etc.) drinking in groups, ban face-to-face events, encourage restraint in working after 8:00 pm, etc. Your understanding and cooperation for the thorough implementation of these measures is greatly appreciated.
 In light of these measures, all university gates will be open from 8:00 am to 8:00 pm on weekdays and will remain closed at all other times.
 Please be advised that in the event that the state of emergency measures are extended, more stringent measures may be implemented.
 Currently, the infection in Kyoto Prefecture is spreading rapidly. Please be sure to return home as soon as possible after classes, research activities, extracurricular activities or work, and try to reduce direct contact with others as much as possible. In addition, please refrain from going out unnecessarily during the Golden Week holidays to avoid spreading the infection. Each person’s actions affect the spread of the infection; please do comply with the government’s notifications.

  • Expand online classes;
  • Refrain from going out unless necessary, even during the daytime (commuting to work or school is excluded); in particular refrain from going out after 8:00 pm unless necessary, avoid crowded places and hours and refrain from visiting eating and drinking establishments that do not take adequate prevention measures or that do not comply with the government’s requests.
  • Refrain from unnecessary traveling outside of Kyoto Prefecture (commuting to work or school is excluded);
  • Refrain from outdoor (streets, parks, etc.) drinking in groups and generally actions that could raise the risk of infection; (new)
  • Refrain from visiting medical institutions or facilities for the elderly; (new)
  • Refrain from organizing face-to-face events with a large number of participants; (new)
  • To the extent that it does not interfere with the performance of your duties, actively promote teleworking or staggered working hours;
  • Avoid working after 8:00 pm; (new)
  • Refrain from attending events that involve eating and drinking (welcome and farewell parties, events with a large number of people etc.);
  • Refrain from visiting eating and drinking establishments after the requested shortened operating hours;
  • Regarding extracurricular activities, take thorough measures to prevent infection and avoid activities with a particularly high risk of infection.
  • The Museum and Archives will be closed from April 27;
  • University gates will be open from 8:00 am to 8:00 pm on weekdays and will remain closed at all other times (revised).

 In addition to the above measures, please continue to follow the “Kyoto Institute of Technology Manual on Limiting Novel Coronavirus (COVID-19) Transmission”.

 Please note that the risk of infection is particularly high during eating and drinking occasions. Be sure to observe the “Kyoto Manners” when eating and drinking.

  • Dine at places with appropriate partitions and ventilation;
  • Wear a mask when talking;
  • Disinfect your hands before eating and when leaving a restaurant;
  • Do not talk loudly when at a restaurant;
  • Limit the time to 2 hours and the number of people to 4 or less.

 We ask for your continued cooperation in following the “Kyoto Institute of Technology Manual on Limiting Novel Coronavirus (COVID-19) Transmission” and consistently implementing basic infection control measures. Avoid the “3Cs” (crowded places, close contact settings and closed spaces), maintain social distancing from others, wear a mask and wash and disinfect your hands. Also, actively practice the “new lifestyle” (limiting unnecessary contact with people, etc.) in order to protect your health and prevent others from becoming infected.
